Some websites are designed to send customers to a shopping cart or Internet credit card processor. Some merchants believe their websites don't need to be secure since they aren't processing the credit cards. This is incorrect.

The merchant site must have a password to connect to the shopping cart or Internet credit card processor. If a hacker breaks into the merchant site then the hacker will have the merchant's username and password. Now the hacker can login to the merchant's shopping cart or Internet credit card processor to steal or skim credit card data from the merchant's customers.
